Strategic management

Directorate for Development in cooperation with Slovenian Gea College organized training course »Strategic management« in the period of 16 – 18. February 2005.
The objective of the training is to assist businesses to achieve self sustainability by designing strategic plans that serve the company mission, assign and manage limited resources.

This training course aimed to address needs of strategic management and provides opportunity to introduce basic concepts such as:

   ٠ Business Analysis and potential of enterprise
٠ Vision of enterprise objectives
٠ Market planning
٠ Strategy control
٠ Planning the relation to the consumers
٠ Preparation enterprise strategies
٠ Types of changes (restructuring, optimization of business processes,
optimization of business activities).
٠ Areas of changes and changes planning

Seminar was addressed to future and existing entrepreneurs and management stuff in business support organization.

Lecturer was Tomaž Gašeprelin from Slovenia.


Directorate foe development of small and medium-sized enterprises, in cooperation with Gea-College from Slovenia, organized one-day workshop describing CARDS Program(Community Assistance for Reconstruction, Development and Stabilization). It is EU program for technical-financing assistance to South East Europe countries in their process of stabilization and EU accession.

The main objective of this workshop id introducing CARDS Program (task, aims, possibilities for entrepreneurs, approach to CARDS, preparation and realization of projects, practical experiences, etc.).

In accordance with Council regulation 2666/2000 EC, resources are aimed at:

1. reconstruction, democratic stabilization, reconciliation and the return of refugees
2. institutional and legislative development, including harmonization with European Union norms and approaches, to underpin democracy and the rule of law, human rights, civil society and the media, and the operation of a free market economy
3. sustainable economic and social development, including structural reform
4. promotion of closer relations and regional cooperation among countries and between them, the EU and the candidate countries of central Europe.

Candidate countries can easily apply for those programs as investments (equipment and architecture material purchase). The program beneficiaries are state institutions at all levels, public and other institutions, institutions that help to business subjects, associations, NGOs. Public calls are announced for single program.

20 participants from different state institutions participated this workshop, who get acquainted with this Program and possibilities it offers, as well as preparations and realizations of EU projects.

The lecturer was Mr. Aleš Lipnik, from Euro Info Center Kopar, Slovenia.

Voucher schemes

Within Stability Pact for South East Europe, Directorate for development of small and medium-sized enterprises, in cooperation with Small Business Development Center (PCMG) from Slovenia, organized the workshop “Voucher system”.

Aim: Program of Voucher system of advising implies that great number of people runs their business technically perfect, but there is a lack of business knowledge and experience. This lack could be recovered by advising. This program includes subvention entrepreneurship advising, which is cheaper, reachable and qualitative.

Program could be applied in Montenegro, and it will be realized into three directions:

  • Local program performers will involve potential entrepreneurs (unemployed) into the program of voucher advising.
  • Advisers (consultants) will deliver advisory services, while Government will take care of their quality.
  • National coordinator (institution) will coordinate the project, and it will also be responsible for choosing and controlling advisors, and will conduct financial part of the program.

The lecturers were prof.dr Miroslav Glas and Jaka Vadnjal from Slovenia, representatives from institutions that directly or indirectly work with SMEs participated (regional business centers, ministries, Development Fund, Employment Agency, individual consultants, etc.)


Within project „Twinning: Slovenia – Montenegro“ which is realized by Regional Development Agency Severna Primorska, they visited Montenegro in second half of February 2005, after which they recognized the need for further cooperation and visit to Slovenia. Thus, representatives from Regional business center Niksic and Local business center Cetinje visited region Severna Primorska on 6-10 June 2005.

Project „Twinning: Slovenia – Montenegro“ showed many benefits: good practice transfer from Slovenia to Montenegro, learning from their experience, working system of business centers, introducing to economic subjects from that region, defining needs for future cooperation with Montenegro. This is very important since there is a need to renew old and initiate new business connections and relations, i.e. attract Slovenian capital to invest in Montenegro.

Integrated regional rural development

The seminar about “Integrated regional rural development – promotion of rural area through innovative regional management, was organized in the period from 3 to 24 March 2005, in training center InWent, Zschortau, Germany, financed by Federal Ministry for economic cooperation and development of Germany. The representative from Regional business center Herceg-Novi had participated the seminar. The study tour in region Ercgebirg was organized, when the Agency for economic promotion was presented. Furthermore, business incubator was presented as well, other good practice of business initiatives in rural areas, and re-organization of rural tourist development of whole region.

Aiming at regional marketing, two aspects of this discipline were presented:

a. Internal marketing for raising conscious of citizens, and fostering local qualification
b. External marketing for emphasizing competitiveness, and attracting human and other     investments.
