European Union delegation, leaded by director of the Directorate for Western Balkan of the General secretariat for foreign affairs at the European Commission, and president of European Agency for reconstruction, Mr. Reinhard Priebe, paid the official visit to Montenegro on 24th and 25th July 2006. During the visit, they visited Directorate for development of small and medium-sized enterprises and Euro Info Centre on 25th July 2006. Directorate for development of small and medium-sized enterprises and Development Fund presented projects related to small and medium-sized enterprises development that are realizing in cooperation with the European Agency for reconstruction.
Mr. Priebe pointed that positive trend is recognized in Montenegrin economic and that small and medium-sized enterprises have been developed considerably in recent years. Mr. Priebe discussed about business barriers issues, about grey economy, export possibilities for Montenegrin enterprises, as well as better and intensified usage of those possibilities.
Director of the Directorate for development of small and medium-sized enterprises, Mr. Zoran Vukčević, and manager of Euro Info Centre, Mr. Žarko Djuranović talked about projects that Directorate is realizing in cooperation with European Agency for reconstruction. Mr. Vukčević said that important results were reached in last four years: number of small and medium-sized enterprises has increased four times; registration process lasts four days, while initial capital is 1 EUR. In reaching these as well as other results, Directorate for development of small and medium-sized enterprises had strong support from European Commission through European Agency for reconstruction.
Nevertheless, we still have certain problems, such as business barriers, especially in process of delivering working licences, business knowledge is not at satisfactory level, low level of marketing function abilities, lack of institutional support, especially business incubators, technological parks, and also financing institutions such as guarantee funds, etc.
Emphasizing enormous importance of cooperation with EAR, Mr. Žarko Djuranović
manager of Euro Info Centre, directed attention to necessity of continuing EAR support, particularly in institutional projects (business incubators, technological parks, innovative centres), education projects (establishing centre for educational and entrepreneurship), support for SMEs through e-commerce, where special and strong support is needful for export stimulation (financial support, advisory services, export education, promotional activities).

Executive director of the Development Fund, Mr. Dragan Lajović reminded that mission of the Fund is integrated into economic development of Montenegro, particularly through private business development and entrepreneurship promotion. In addition, since privatization process is finalizing, one of the mail roles of the Funs will quit, thus, in cooperation with European Agency for reconstruction, Fund is investigating new projects, as to continue its important role in economic development of Montenegro.
